The phonegap plugin example we host on our github account has never used UDID. There are other phonegap projects that integrate Urban Airship available on the internet that we do not host or support, and I cannot speak to those. But UDID is not required for doing push with Urban Airship so external projects would have had to explicitly add it (if they did so at all). Henry – confirmed.
